I'd say that this would be easily chrome plated as an assembly with just the steel hardware and lens assembly removed, then the areas not chromed originally could easily be repainted wherever the chrome plating gets past the design inserts as original with the chromed inserts masked.. Here is a complete trunk mounted license plate lamp assembly for many 1937 and 1938 Chrysler cars, apparently particularly for those with opening trunks.
Looks folly to try to disassemble more than the lens and hardware before chrome plating. Backing plate and steel hardware have some rust and should be glass beaded and coated before assembly onto the car.
