I'd say that this would be easily chrome plated as an assembly with just the steel hardware and lens assembly removed, then the areas not chromed originally could easily be repainted wherever the chrome plating gets past the design inserts as original with the chromed inserts masked.. Here is a complete trunk mounted license plate lamp assembly for many 1937 and 1938 Chrysler cars, apparently particularly for those with opening trunks.

Looks folly to try to disassemble more than the lens and hardware before chrome plating. Backing plate and steel hardware have some rust and should be glass beaded and coated before assembly onto the car. Only part number I have included is cast into the inside of the main housing last picture should show n.

This is one very complete lamp assembly including the design inserts, the lens with lens mount hardware even the cork lens gasket in place, the rear mounting plate also used to mount the light bulb socket not included with mounting studs, washers and nuts. Maybe someone did some prior restoration on this lamp before or perhaps it just was assembled at the factory this way.

These look to be a difficult assembly, even at the original factory assembly. Outside the us.
